Infrastructure Resources for Tribal Housing & Development

The following guide provides an overview of infrastructure funding and technical assistance programs available at the state level in Montana. Each entry includes a description, eligibility details, and direct links to more information and applications.

Montana Department of Commerce – Infrastructure Grant Programs – Community Development Block Grant (CDBG) – Public Facilities

Description: Supports infrastructure projects like water, wastewater, and public buildings that primarily benefit low- to moderate-income communities.

Eligibility: Federally recognized tribal governments, local governments, and cities or counties.

Requirements: Projects must demonstrate community need, cost reasonableness, and benefit to low- to moderate-income populations.

Montana Department of Natural Resources & Conservation (DNRC) – Renewable Resource Grant and Loan (RRGL) Program

Description: Provides grants and loans for projects that conserve, manage, develop, or preserve Montana’s renewable resources.

Eligibility: Tribal governments, municipalities, conservation districts, and local authorities.

Requirements: Environmental review, matching funds, technical feasibility.

Montana Department of Environmental Quality (DEQ) – State Revolving Fund (SRF)

Description: Offers low-interest loans for drinking water and wastewater infrastructure projects.

Eligibility: Native American tribes, municipalities, or water/sewer districts.

Requirements: Must meet environmental and engineering standards. Projects must be on the DEQ priority list.

Montana Infrastructure Planning Grant Program

Description: Planning grants that help fund the initial stages of infrastructure projects (engineering, feasibility, and PERs).

Eligibility: Local and tribal governments.

Requirements: Planning documents must conform to state guidelines and aim toward shovel-ready infrastructure projects.

Montana Board of Housing – Housing Infrastructure Financing

Description: Though focused on housing finance, this program can support infrastructure tied to housing developments.

Eligibility: Developers and tribes engaging in multi-family or homeownership housing projects.

Requirements: Tied to affordable housing development. May require integration with federal programs.
